UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a latest poll of municipal councils, English councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and open spaces to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Increases and Broader Financial Pressures

This research of councils in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will need to increase council taxes next April to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils this week further found local finances being stretched by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that accounts for and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the last year, the study found.
